This is going to surprise many of you but I think Obama is using his head to be slow and deliberate about the ISIS and
Putin situation (not so much the 'border' thing)(that's 100% ours), his endeavors to get other involved nations more decisive in this operation based on our past influence on these nations is very important.
"WE've" jumped the gun so too many times making determinations for what other countries should do and how we've stuck our nose in where it wasn't wanted. "WE" have done so many undermined things to influence and determine other nations policy's and politics it's unbelievable! The CIA and other groups of our administration [Government] have caused more trouble than they've done good!
So let's see how this comes out.

Contrary to ABC, CNN, MSNBC, Washington Post, New York Times, and many others \cautious/ is not in Obama's vocabulary.
In order of importance "too him" these are the values he holds.
me - Narcissistic
politics - whatever it takes
power - pen & preferential (involving preference or partiality; constituting a favor or privilege)
The above marks the moves of his very existence and in no particular order everything else falls in place...
He has a definite strategy, but only him and his Czars know what it is.
We do know it has nothing to do with US.

Obama knows that this decision is bad for the country. He knows if he issued his amnesty now, the voters would throw even more Democrats out of office than they might now–and even now a lot of Democrats have one foot out the door already. A Breitbart exclusive report has the story… Despite no official action from the president ahead of the election, the Obama administration has quietly begun preparing to issue millions of work authorization permits, suggesting the implementation of a large-scale executive amnesty may have already begun. Unnoticed until now, a draft solicitation for bids issued by U.S. Citizenship and Immigration Services (USCIS) Oct. 6 says potential vendors must be capable of handling a “surge” scenario of 9 million id cards in one year “to support possible future immigration reform initiative requirements.” The request for proposals says the agency will need a minimum of four million cards per year. In the “surge,” scenario in 2016, the agency would need an additional five million cards – more than double the baseline annual amount for a total of 9 million. “The guaranteed minimum for each ordering period is 4,000,000 cards. The estimated maximum for the entire contract is 34,000,000 cards,” the document says. There is only one reason why Obama is doing this, you know? Obama knows that if he takes millions of poor, uneducated, skillless, sick and starving people from south of our border and makes them sudden Americans and gives them free education, free healthcare, free jobs, free welfare (all off our taxpayers’ backs) these people will vote Democrat for life. Obama intends to destroy any opposition and make the Democrat Party permanently unbeatable at the polls. That is the only reason he is doing this. This president fully understands that this is a bad move for the United States. But he doesn’t care about that. Bernard Goldberg Hope and Change. Really? Hope and Change;;Let’s start with the premise that all politicians, to one degree or another, are cynical, hypocritical and are not always honest. But Barack Obama makes even the worst of that crowd look like the virtuous Mother Teresa. When he was running for re-election he did nothing to stop a friendly super PAC from running an ad that suggested that Mitt Romney was responsible for the cancer death of a woman whose husband worked at a steel plant that Romney’s company had shut down. When the facts came out it was clear that Romney was about as responsible for the woman’s death as the man in the moon was.
