8/28/2018 - Greensburg Board of Aviation Commissioners Meeting The Greensburg Board of Aviation Commissioners met Monday evening. Vice President Jon Dooley presented the financial report with $32,760.12 in the airport improvement account; $56,152.40 in the aviation and rotary fuel account; and $140,082.69 in the airport operations account for a total of $228,995.21. Mr. Dooley also provided an update on individuals who expressed a possible interest in new hangars. Both individuals remain interested, but are not going to move forward until the future of the Batesville Airport is resolved. Airport Manager Jerry Scheidler reported that the new credit card reader from QT Technologies and the 100 LL (Low Lead) gas pump from Sparling Corporation have been received. He also reported that one hangar will be available by September 1st, but already has 2 interested candidates. Paul Shaffer from BF&S requested that the board extend the motion approved in the July meeting by one month to allow President Bill Ernstes and Board Attorney Donald Tribbett to sign any grant applications that require submission before the September meeting. The board approved the request. Mr. Shaffer stated that he, along with Mr. Tribbett, will be scheduling a meeting with the Greensburg Clerk-Treasurer. President Bill Ernstes provided an update on visits with the owners of properties that would be acquired as part of the airport expansion project. The purpose of the visits was to obtain permission for access to the properties for surveys and appraisals. Several property owners granted permission with the requirement that they be present when anyone enters their property. The Goddard family refused to grant permission and the Koors family has not responded to any correspondence. Board member Don Whipple made the following motion: "I make a motion that this Board authorize and direct its attorney, Donald J. Tribbett, to pursue legal action, only if necessary, to obtain access to properties needed for the runway relocation and realignment for survey and appraisal purposes in the event a property owner advises this Board that such access will not be permitted." The board passed the motion by a vote of 3-1, with Jim Pruett voting against the motion due to concerns with the wording of the motion. i am really disappointed in this community. why is the farmground (which is prime farmground) that will be lost in the expansion of this airport ok but not ok for others? i know the "official" answer will be "in the name of economic development" or it is all about the "business & industry"...and yet we basically have zero unemployment and do not have enough people to supply the jobs currently needed in our community . But because there is FREE grant money and if we don't get it someone else will we forge on. there is a saying that applies here that is rather long but paraphrasing the meaning it states i did nothing until they came for me & then there was no one to help. I did not think this was the type of community i grew up in...but i guess i was so totally wrong on that assumption. over the extended time this issue has gone on we had 3 city councilmen that polled their districts on this issue and it was 70 to 80 percent against this project. 2 of those city councilmen are still on the city council and yet we forge on with this uneeded and unwanted issue.

I sent this article to 3 of our city councilmen and other interested taxpayers and i received this reply back on this article and have this person's permission to post the reply they sent me. here is the article with my commentary and then quotes from the article: Columbus airport receives $845K grant: Columbus airport ... The airport received a grant from the U.S. Department of Transportation that will be used to rehabilitate three taxiways with new asphalt. The area targeted for improvement is one of the worst on the airfield and is heavily used, airport director Brian Payne said. “It has continued to deteriorate,” he said. Payne said airport staff checks the taxiways twice a day for any foreign objects and debris that might exist, such as rocks that are often found. Typically, the airport does one airfield improvement project per year, he said. This highlights the continuing maintenance upkeep needed and that there must be people on hand daily to help keep the rocks and deb-re off the runway. I am assuming that these individuals doing the daily runway inspections will also be paid individuals. On the surface this looks to be a cash cow that a little community who is stuck in the 1950's, as Honda put it, will be strangled by going forward. When you look below the surface, we have friends and neighbors who are being forced to give up land that they do not want to lose or sell. Their lives are being turned upside down so the city of Greensburg can say we have a new airport. Never mind the huge cost each year looking forward. Never mind the fact that we have airports all around us that are also struggling for funds to maintain their airports. What type of individual would think that Decatur county would be any different in this sense? When you look at the facts. With those being that Decatur County has one of the lowest unemployment rates in the state, and a huge percentage of Honda's employees coming from out of the county, all the help wanted signs all up and down Lincoln street, the fact that Decatur county does not have enough work force to staff any further industry, one really has to question the validity behind building anything that is going to suck huge amounts of money out of our funds. As you know my wife and I just returned from the state of Michigan. Much to my surprise, while in Michigan we drove on very smooth roads with mowed grasses along the freeways and secondary roads. As I started thinking about the harshness of the weather in Northern Michigan and the great condition of their roads my mind drifted back to Indiana where the farmers tear up our roads with their heavy machinery and overloaded trucks. I remembered as a youth a time when heavy loads was not permitted on county roads January through March because of the damage caused by these heavy loads to roads that did not have the deeper foundation found on the state highways. While in Michigan I took a picture of beautiful sidewalks that were simple, but well light and had beautifully maintained flowers around the city square. This was not one isolated street, but rather could be found everywhere we went. I took this photo so I could look back to beauty every time I get depressed while passing down the west side of our square. Decatur county really si a small town stuck in the 1950's and they still do not get it. To summarize, it seems to me that should Decatur County wish to provide a better sense of pride and ownership along with better infrastructure the monies being spent for something we do not need or want, should be directed toward our roads. The only thing positive about our roads is that they give our farmers something to tear up and they help business at auto repair shops because of the damage done to our vehicles. Lonny

Vice President Jon Dooley provided the financial report with $92,433.12 in the Airport Improvement Account, $56,695.11 in the Aviation and Rotary Fuel Account, and $89,060.45 in the Airport Operations Account for a total of $238,188.68. Since last month's meeting, a meeting between Board President Bill Ernstes, a representative of the board's law firm, and Greensburg Clerk/Treasurer Ashlee Green took place and a recommendation was made to add a 4th account to track reimbursable expenses with a separate line item for each grant. During Monday's meeting, a motion to add the 4th account was made and passed. Airport Manager Jerry Scheidler reported that the new card reader and fuel pump have been installed. He recommended having a cabinet built around the fuel pump to protect against weather and tampering. After reviewing bids, the board approved purchasing a stainless steel cabinet from K Fab for about $2,150. He reported that one hangar was vacated on September 1st and is currently available. Paul Shaffer from BF&S updated the board on the status of grants as part of the Airport Improvement Program from the Federal Aviation Administration. AIP Grant Number 12 was issued in 2017 with the condition that money could not be drawn from the grant until the Environmental Assessment was approved. The grant of about $102,500 will be used for preliminary engineering, preliminary design, surveying, and some appraisal work. The FAA will reimburse about $92,250 of the grant with the state reimbursing about $5,200 and the airport board and Greensburg responsible for the remaining amount of about $5,200. Mr. Shaffer noted that reimbursement from the FAA generally occurs in about 3 days with state reimbursement taking up to 6 months. He informed the board that AIP Grant Number 13 has been approved in the amount of $458,333 with $412,000 to be reimbursed by the FAA with about $22,916 reimbursed by the state with the airport board and Greensburg having responsiblity for the remaining amount of about $22,916. AIP Grant Number 13 would take the project to 100 percent design completion and coordinate the plans and specifications with the FAA. The land acquisition process will follow the procedures set in Title 49, Part 24 of the US Code of Federal Regulations, specifically Uniform Relocation Assistance and Real Property Acquisition for Federal and Federally-Assisted Programs. The process would begin with surveys of each parcel required for the project followed by an appraisal to estimate the value. A second, independent appraiser would review the initial appraisal and prepare the Statement of Just Compensation for Land Purchase to present to the local airport board. If the board accepts the recommendations, they can begin to make offers to property owners. The surveys will likely begin around November 1st, contingent on all crops being harvested. The surveys should be completed by the end of the year. The current expectation is that at least one offer will be made by March with additional offers made contingent on availability of funds. I wrote the following Letter to the Editor and it is in today's Greensburg Daily News of 9/27/18 TIF funds and the rules Tax Incremental Finance Funds, known as TIF are what i am writing about today. We have a county TIF district and a city TIF district. i questioned the Department of Local Government Finance(DLGF) whether TIF funds can be used outside of the TIF districts? They sent me information that seemingly indicates under Indiana Code IC 36-7-14-12.2-27 that yes it can happen IF it meets some very strategic guidelines which in many instances being considered here do not seem to meet those guidelines and yet we are considering the use of those funds for these purposes anyway. In the end the DLGF suggested an attorney be contacted about this question. Upon further reading on this subject a formal complaint could also be lodged with the Indiana State Board of Account. The question of how the City plans to fund the airport expansion is why i am asking this question. The City /Airport board has not answered that question as yet...but one of the ways a landowner was told it could take place is by utilizing the County TIF funds to back a loan from a bank. Much like the City did with the Veteran's Road project. You see the FAA "grants" are what they call "reimbursement grants" you have to first spend the money and then they will reimburse you if you receive the grant. To do that...you have to be able to finance the kick off. And yes action of this size will have to be authorized by either the City Council or the County Council depending on when and if they try to utilize TIF funds from either of these sources. Here are some instances that both City & County residents need to consider concerning the use of TIF funds. BALL STATE UNIVERSITY CENTER FOR BUSINESS AND ECONOMIC RESEARCH: "While TIFs may boost investment and employment within a region, they also affect tax rates in non-TIF areas, which in turn may reduce net economic growth within a municipality or county. On average, its use does not improve economic conditions, but instead is associated with higher effective tax rates, and less employment and income.
