NOTE: The first item on this agenda is the presentation of a plan for an AGRICULTURAL DISTRICT which will be utilized for VOLUNTARY ANNEXATION into the City of Greensburg as will be illustrated in the upcoming revised Comprehensive Plan. I encourage all interested parties to listen to the video discussion of this proposed plan. The Plan Commission board approved this plan tonight to be presented to the City Council for their approval in the form of an ordinance. I reflected to the Plan Commission that I knew this plan was in draft form at this time but I requested they explain how this will proceed and I also asked them if they could make this draft available for any interested parties so that they would have a chance to look it over and address the City Council with any concerns or questions they might have. The Plan Commission agreed to put a copy on the City of Greensburg website. You can also contact City Engineer Gary Murray to request a hard copy of this proposed plan for an agricultural district within the City. The next City Council meeting will be on the First Monday in November, November 3rd at 7 pm in the City Hall large meeting room. Call City Hall to make sure it has been included on their next agenda and if you are interested attend that City Council meeting with your questions / concerns. NOTE: Would highly reccomend everyone to listen to the discussion and the vote on the First Reading of the ordinance for the Proposed Agricultural District, whether you feel it directly affects you or not. There will be an opportunity to express your questions and observations to the City Council members before their next monthly meeting in December which will be where they will likely vote on the second and final reading of this ordinance. I am Copying all City Council members on this video and my commentary / questions. Here are some questions / observations I have after listening to their discussion this evening. I have come to believe firmly over the years that less government in our lives is for the better. After making that comment and proceeding on that note ....here are my questions: 1.) What is the NEED for this ordinance? What are the reasons for implementing this ordinance and what will be the benefit to the MAJORITY of the taxpayers? 2.) I heard them say there were a "few" that wanted to request annexation. Is that a reason to pass an ordinance? 3.) Why can't the City annex these "few" without passing this ordinance? I remember some property on the Millhousen road being annexed into the City. Then the property owners came together and decided they did not want to be in the City limits and they petiioned to be "de-annexed"...and it was granted. 4.) Why is a "tax credit" being proposed for the "few" that want to "voluntarily annex"? 5.) Is it fair for this "few" to receive a "tax credit" by creating this "agricultural district ordinance" while there are agricultural areas currently in the city limits that will not be eligible to receive same said "tax credit" as stated in this meeting? 6.) It sounds as if said "few" voluntarily annex themselves into the City and receive this " tax credit" that they will receive this "tax credit" for 3 years and if said property is developed in that period they are responsible to develop the infrastructure of that property. If after 3 years the property is not developed it was questioned at the Plan Commission meeting, previously , whether the city would be responsible to develop the infrastructure when the "tax credit" period had expired. To that the Mayor responded that the property could be"de-annexed" to address that problem. 7.) There was less discussion on the passing of this ordinance than there was on an ordinance that addressed "transcient merchants" going door to door. Councilmen Tebbe stated there was no immediate hurry to put this ordinance in place and IMO this ordinance deserves some very serious discussion and contemplation before being implemented. 8.) If the City Council chooses to have the second and final reading on this ordinance at their December City Council meeting, I would seriously like to hear from each and every City Council member (not one or two speaking for all of them) as to good sound factual reasons as to why passing this ordinance will benefit the MAJORITY of our taxpayers and it would also be greatly beneficial to hear statistics to back up said reasoning. On the ordinance concerning the "transcient merchants" one of the council members suggested checking other Cities on that subject and checking with the organization of the Ciites to see how other communites dealt with "transcient merchants". Considering this "Agricultural Zoning District" includes giving "tax credits" to a "few" who wish to "voluntarily annex" their property ....why should this ordinance be given any less consideration than the "transcient merchants" ordinance? 9.) If you listen to the presentation by Marc Coplon, the local Economic Development Corp. director....he touts our unemployment numbers and states we can begin to be more "selective" about tax abatements. I personally like the idea of our City elected officials becoming more "selective" on the granting of "tax abatements". NOTE: I highly reccomend that all taxpayers listen to the discussion about whether the TIF board should "reimburse the City from the TIF funds" for the utilization of City Engineer Gary Murray and Street Dept. Super Mark Klosterkemper for an amount of $46,500.00 on the Veteran's Roadway project. NOTE: Another interesting discussion takes place about whether to use their current TIF funds for bills that are due or whether to save that money back for other projects and start drawing from the loan and paying interest. I must say that I agree with board member Rick Fayette and the Mayor on their reflection on this point.
