Mount a direct offensive to ISIL's strategy, ( 1st to determine it )* then use it against them.
*Their strategy
The jihadists ~ a Muslim who advocates or participates in a jihad ~ have a particular reason and purpose for their actions, supposedly it's a Holy War. Let's take that from them with more videos and internet communications declaring the obsolescence of their directive and initiative as it applies to their religion. ( That will confuse them ) When we have them defending their reason for combat we're 1/2 way there. Use our religion to defeat theirs! ( That will discourage many of them if 'we' do it right ).
