According to report by WTRE ....there is still no answer as to how the Board of Aviation Commissioners plan to fund this airport expansion. The taxpayers deserve to know the answer to this question as to who or what is pushing this agenda.

This is the VIDEO and the AGENDA of the Greensburg IN City Board of Aviation Commissioners meeting of 12-17-18. NOTE: Everyone pay particular attention to Jon Dooley and the information he gives on the financial report. Normally these 3 funds have been close to a total just a bit less than $300,000. and yes they made a payment to Jackson County Bank on the original purchase of the airport and yes they still owe on that as well as President Ernstes states. But at this rate, before the expansion is built....will they be "self supporting".??...you decide. NOTE: Also give special attention to Donald J. Tribbett the Airport Board's eminent domain attorney. If you are a landowner pay close attention to Mr. Tribbetts "information". I still do not understand how they intend to proceed with eminent domain when they have to pay for that upfront and have yet to work out exactly how they are going to pay for it. Landowners will also want to listen to the BF&S Engineers report . AIRPORT
I just finished listening to the Mayor being interviewed on WTRE. at the end of this interview (God Bless Sandy Biddinger) she asked the proverbial question of how the City intends to fund this airport expansion? The Mayor replied that he believes the accountants and consultants have worked out a way and that it would be answered as part of their agenda at this coming Monday night's City Council meeting 1/7/19 at 7 pm at City Hall. IMO since during this process 3 City Council Members polled their districts (2 of which are still City Council members) on this project and their constituents told the majority of the City Council that they were 70 to 80 % against this project and yet this is still being jammed down the taxpayers throats taking with it PRIME farm ground and a Historic Farm in this process. Consider too, that the "need" has not been proven on this and our unemployment (according to the professionals) is basically at zero. I would suggest that taxpayers who are interested attend this meeting.

just listened to Jon Dooleys interview on WTRE on the airport being on the city council agenda tonight...
Basically he was saying that people have been scared into believing by unreliable sources that their taxes are going to be raised with this project. He denies that. But then he says this will be done with a Bond Anticipation Note and some EDIT funds from the Mayor. On a Bond Anticipation Note...if they default it does come back on the city. Jon says they have no plans to default. As for EDIT funds...those are Economic Development Income Tax funds...that is taken out of everyones paycheck under the County tax and then a portion is distributed to the City. First question I have is what about the funds for the airport in the City Budget? 2nd question: they are currently self- supporting for a 32 acre airport. How will they be self supporting on close to a 200 acre airport with FAA compliances needing to be met? If anyone has been paying attention their "funds" were vastly down when they reported at this last airport meeting than they had been. I will also note they said they had just made a payment to the Bank....and that they still had 200 hundred and some odd thousands of dollars left to pay on that note.....

Consequences and public funding Taj Mahal-like, LEED-certififed terminals bristling with solar panels at rural airstrips where more coyotes walk the ramp than pilots. Whether the funding for all these things comes from the federal Airport Improvement Program (AIP), state or local sources, they all have two things in common — they are paid by the sole provider of public funding, taxpayers, and the consequences for their approval are not born by the people who approved them. As Carabini points out: “When people are responsible for their own actions, they have a vested interest in making ‘right’ decisions, since they bear the primary cost of their mistakes.” The problem with public funding is that multiple layers of ‘insulation’ are placed between the people spending tax dollars and the people paying those dollars. Here’s how the process generally works: Pilot/taxpayers make requests to the airport management for new facilities or services. The airport’s owner, typically a town or county, has its own set of priorities, which may or may not correspond to those of pilots, for instance when they are related to economic development. Enter the airport consultant — the firm that specializes in converting wish lists into concrete proposals and carrying out the work when funding is approved. Like any good middle-man, the airport consultant makes his money on the fees assessed for his services, which naturally leads to gilded projects requiring large numbers of billable hours. Next comes the Kabuki dance — posturing between the airport consultants and the government’s gate-keepers, the people in a state’s division of aviation who dole out the funding. That consultants are very good at this dance can be seen at any given annual conference for a state airport association. The largest sponsors and exhibitors are invariably the consultants. It also comes as no surprise that there exists a revolving door between the bureaucrats who control who-gets-what and the management of leading consulting firms. Had any of these projects been privately-funded by an individual or group expecting a return on their investment, there would be severe consequences for the vast sums of money that have been wasted. On the contrary, in nearly all cases, taxpayer-funded airports are proud of their accomplishments spending someone else’s money. The airport consultants and construction companies involved are equally pleased. And who could blame them really, since there are no consequences for irresponsible spending of taxpayer dollars? As Carabini explains, “When the State diminishes the effect of feedback of our mistakes, it also weakens the lessons we will learn from those mistakes.” generalaviationnews.com/2013/02/18/consequences-and-public-funding/
