Decatur County Sheriff Dave Durant announced that Jail Commander Tony Blodgett has retired from the Sheriff's Department and will be taking a position with the Westport Police Department. The county will pay $13,000 in personal time off and overtime pay accumulated at the time of his departure. Sheriff Durant worked with the county auditor and identified that the payout can come from the overtime fund and, as a result, can hire a replacement immediately. Sheriff Durant stated that he wants to transition the jail commander to a salary position. The jail commander would be a civilian position as a special deputy with no take home vehicle. He discussed the proposed change to the County Personnel Policy pertaining to holidays. The cost for 14 holidays for each road deputy and jail personnel costs the county $146,000 each year. The double time and a half policy would change to time and a half. Jail personnel, who work 84 hours in a two-week pay period would take the 4 hours off, plus paying holiday hours at a regularly hourly rate. Each employee would also receive 6 "use or lose" days in a calendar year. If hired after July 1st, the employee would get 3 bonus days. He noted that the proposed change would save the county about $100,000 each year. The proposal would not affect other county agencies and would almost eliminate comp time and payouts. The proposal would save $40,000-$50,000 for the remainder of this year. The policy change will require approval from the county council and then come back to the commissioners. The commissioners would give final approval at the August 5th meeting and go into effect for the August 9th pay period. Attorney Kenneth Bass informed the sheriff and commissioners that there is an agreement in place to get the 2014 Tahoe back from Decatur County Community Schools. The $5 VIN check fee and $12 Buycrash report fee will require an Ordinance that must be advertised before going into effect. There will be continued discussion regarding Animal Shelter security.
