This is the VIDEO and the AGENDA of the Greensburg IN City Council meeting of 10-5-15. NOTE: I am going to state some observations about last nights City Council meeting. The former issue that was witnessed at the City Council Budget meeting was seemingly resolved last night at this City Council meeting. Here is a link where you can view the "discussion" that was had: youtu.be/yj9wGCB0dd0 The Mayor hired Umbaugh and Associates to "explain" (at last nights meeting) how even though the information in a recent GDN article based on Gateway information (which puts on the internet the finances for the municipalities ) appeared to show the City of Greensburg spending more than they were taking in.....Umbaughs report was basically stating that they had not. It was explained as a matter of income coming in on a different year than the expenditures. It is my opinion that the interaction between a member of the council and the clerk treasure at the budget meeting was a political discourse for election time purposes. Members of the council who raised these questions (which they have every right to do) were active participants the last four years of this budget process. IMO opinon the Mayor and every member of this council should have already known where they were financially with the budget rather than having such a public discourse (modeled after who's on first) in this meeting questioning where they in fact were financially. Having said that, rather than hiring and paying Umbaugh (independent consultants) to rationalize whether they overspent or not....why didn't they (any member of this council or the mayor) contact the state board of accounts or the Department of Local government finance to discern more clearly where the city was financially? As a taxpayer I have done so in the past and they are always very informative and helpful when asked and if they do not know they know where to guide you to get the answers. Another question I would like to see answered is what is the "bond rating" of the City of Greensburg? What was the bond rating in contrast to what it is today? The City's ability to bond and where their rating stands vs. what it has previously been can be a very definitive benchmark of the health of the finances of a municipality overall. This is the VIDEO and the AGENDA of the Greensburg IN City Plan Commission mtg of 10/20/15. NOTE: A public hearing took place. I went up and asked if the Comprehensive plan for the City of Greensburg included the expansion of the airport at the current site? The professional firm hired to do the study responded that it was. I stated an objection to this during the public hearing on behalf of the Concerned Citizens of Decatur County. Then the Public hearing is closed and the 2nd item on the Plan Commission agenda is the reccomendation / resolution of the Plan Commission on the Comprehensive Study. The professional firm stated there were no major changes from the previous plan. The 3 phases of the proposed airport expansion of 18 million for the first stage and 32 million total cost for the 3 phases was not mentioned at all in the last Comprehensive plan but IS included in this one. I would say that is major change. It is not hard to see why no one attends these public hearings as the objection I made on behalf of the Concerned Citizens was not even discussed during their discussion of the Proposed Comprehensive Plan. I will direct everyone who is interested in stopping this airport project at the current location to listen to Ron May (the City Engineer) about the 38 minute mark into the video.....as he describes a joint meeting with the County on the Comprehensive plan concerning jurisdiction of property outside of the City Limits. That joint meeting is to take place this Monday night according to the City Engineer but he did not give the time or location of that meeting. I would suggest anyone interested call Ron May , the City Engineer and request the time and location of that meeting. NOTE: i would direct everyone to listen to final reading on the adoption of the resolution for the Comprehensive Plan for the City of Greensburg and the emphasis on very good interaction with the county. You will hear the words "annex" , "airport expansion" etc. while they do not directly tie those two together and they don't say what "areas" they are interested in annexing into the city....they are clear that the airport expansion is included . Glenn Tebbe emphasizes this is just a "plan" and doesn't officially "obligate" them to what is in this plan....it sure does indicate their intentions.
