This is the VIDEO and the AGENDA of the Greensburg IN City Council meeting of 9-8-15. NOTE: at the end of the meeting Ron May gives an update on the Veteran's roadway and Vandalia roadway projects. NOTE: everyone may want to listen to Marc Coplon's presentation on a "study" for an "event center". The study has already been done and paid for by the Economic Development Corporation (EDC). The EDC director, Mr. Coplon presented a request for the City , the County and the EDC to split the costs of this study after the fact. From what I understood from this presentation Mr. Coplon / the EDC board is provocating building an "event center" capable of accomodating approximately 800 people. He mentions two events that go out of town each year because they need larger accomodations. My concern is a.) will it support itself in the current economic state this country is in? b.) is this a true "need" and IF it is where should it be on a priority list of actual "needs" for our community? c.) what impact will this facility have on existing facilities like, the motels that have meeting facilities, the K of C hall, the Knights of St. John Hall and the School corp. building (old A to Z building) that also rents for occasions? I would also like to note that the Economic Development Corporation currently receives $60,000.00 from the City and $60,000.00 from the County for their operations. Mr. Coplon is requesting Economic Development Income Tax funds for this study, which are appropriate, but where does this fall in the priority list of needs to further Economic Development for our community? I would suggest that anyone who would like to reflect their preferences on this issue to contact your city and county council members and reflect your opinion to them on this . NOTE: I want to highly reccomend that all taxpayers listen to at minimum, the very first part of this meeting on the budget. Hillbilly did you let it play long enough? at the beginning i have the camera turned on ....but the meeting doesn't start until several minutes later.....i believe people are not letting it play long enough because i have had others comment about the content of this video directly to me.......they could hear it in order to comment on it........there is a heated exchange and when that takes place i know you will be able to hear it....because i had absolutely no problem hearing them standing in the back of the room with no speaker system in this particular room.......that doesn't negate the fact that this meeting should have been held where the speaker system is BECAUSE it was a public meeting and the room was full at the time this meeting took place. |

This is the VIDEO and the AGENDA of the Greensburg IN City Board of Zoning Appeals (BZA) meeting of 9-15-15. NOTE: During this meeting, a BZA board member raised a question of concern about the backyard setback for 4 properties and whether that could be held over until the next month? The engineer for the City responded that he had not listed the backyard setback for those 4 properties on the agenda. The developer of those 4 properties stated that they were supposed to be as they were discussed with the engineer at the same time he made the other variance requests. The BZA board went ahead and acted on some of these 4 property backyard setbacks. I approached this board member after the meeting and asked that since the engineer did not list these 4 property setbacks on the detailed agenda concerning this variance.....whether they were publicly advertised and whether they could act upon them without them being advertised? He reflected to me that they were checking into this to see if this total request was just advertised as a "variance" or if the details as given on the agenda were the way it was advertised. If the rest of the variance was "detailed" and this was not included in that detail.....it should not have been acted upon at this meeting , but should have been tabled , published and acted upon at the next meeting. If the entire "variance" under consideration was advertised as just a "variance" with no detail....then it was totally proper to go ahead and act upon this. I attempted to ask this question during this meeting in order to assist that board member with his desire to table this and look into it further as was his original thought, but was not called upon when I raised my hand to reflect this. Ramsey Health Care LLC are requesting a Special Exception to operate a nursing home at 2320 North Montgomery Road. The property is zoned R-4. The Special Exception is required to operate a nursing home in an R-4 district per section 155.019 (B) (2) of the Zoning Ordinance. 2.) Sun Properties Group LLC and Schreiber & Whitaker LLC are requesting variances to reduce fron yard setbacks to 15 feet for Lots Number 201, 202 , 203, 204, 205, 206, 207, 210, 213, 216, 217, 219, 220, 221, 223, 224, 232, 233, 234, 235, 237, and 239; to reduce the front yard setback to 13 feet for Lot Number 236 and to reduce the front yard setback to 10 feet for Lot Number 239, all of the preceding enumerated lots being in West Ridge Phase II Subdivision. All of those lots are zoned R-2. The minimum permitted front yard in an R-2 District is 25 feet measured from the front property line. They are also requesting variances to rear yard setbacks to 12 feet for Lot Number 232, 1 foot for Lot Number 235, 22 feet for Lot Number 26 and 9 feet for Lot Number 239, all of the preceding enumerated lots being in West Ridge Phase II Subdivision. All of those lots are zoned R-2. The minimum permitted rear yard in an R-2 District is 30 feet measured from the rear property line. 3.)
